Construction on the final neighborhood phase of the West Hill Sanitary and Storm Sewer Separation Project is set to begin Monday, June 8, with a hard closure at the intersection of Newell Avenue and Logan Street.
The closure marks the start of Phase 6E, the final neighborhood segment of Muscatine’s long-running West Hill infrastructure improvement program.
According to the City of Muscatine, initial construction work will take place along Newell Avenue from High Street to Siegel Street and along Logan Street from Newell Avenue to Climer Street.
Local traffic will continue to be allowed between Siegel and Logan streets and between High and Logan streets. However, city officials said drivers should expect periodic full closures as work advances through the area.

A designated detour will direct motorists to Climer Street, providing access between West 8th Street and Lucas Street.
Phase 6E includes several major infrastructure improvements, including the installation of new sanitary sewer and storm sewer systems, roadway reconstruction, and select water main upgrades.
Construction work areas for the project include:
- Logan Street from Newell Avenue to Climer Street
- Climer Street from Logan Street to Lucas Street
- Maiden Lane from Newell Avenue to Broadway Street
- Lucas Street in front of the Greenwood Cemetery Chapel
- Fletcher Avenue from Logan Street to near 306 Fletcher Ave. for underground utility work
- Backyard and easement areas throughout the West Hill corridor
City reps anticipate substantial completion of the project by late November 2028.
Phase 6E represents the final neighborhood sewer separation phase of the larger West Hill Sewer Separation Project, which has upgraded aging infrastructure and improved stormwater management throughout the area.
