The Muscatine City Council will hold a public hearing Tuesday, Sept. 1, on a proposed $8.3 million State Revolving Fund loan that would help finance Phase 6E of the city’s West Hill Sanitary and Storm Sewer Separation Project.
The public hearing begins at 5:30 p.m. Tuesday in the Muscatine City Council Chambers on the second floor of Muscatine City Hall, 215 Sycamore St. Residents will have an opportunity to comment on the proposed long-term financing plan. A resolution approving the loan agreement is also scheduled for a city council vote later in the meeting.
Phase 6E is the latest phase of the multi-year West Hill sewer separation project, which is being completed to meet requirements of an Environmental Consent Order requiring Muscatine to complete major sewer separation work by 2028. The project separates sanitary sewer and storm sewer systems to help reduce the amount of stormwater entering the sanitary sewer system.
Previous phases were financed through State Revolving Fund loans in 2023 for Phases 6A and 6B, in 2024 for Phase 6C, and in 2025 for Phase 6D. Phase 6E construction is currently underway.
Other Muscatine City Council Agenda Items
The Sept. 1 City Council meeting also includes several other items, including:
- Accepting completed work by Hy-Brand Industrial Contractors for Mississippi Mist Spray Pad improvements.
- Authorizing deed transfers of several city-owned properties to Habitat for Humanity.
- Setting public hearings for Sept. 15 on the Carver Corner Roundabout Project and proposed changes to city garbage and recycling collection regulations.
- Approving purchase orders for the Muscatine Municipal Golf Course Cart Path Overlay Project, WPCP Operations roof replacement, South Fire Station siding and window work, and painting and storm window repairs at the Muscatine Art Center.
- Approving a three-year contract with RecDesk LLC for recreation management software.
