Muscatine Public Works officials announced that Devitt Avenue will close to through traffic from Newell Avenue to Pinefield Street beginning Monday, August 3, as KE Flatworks, Inc. advances work in Phase 6D of the West Hill Sanitary and Storm Sewer Separation Project (WHSSSP). Limited access will also affect Eisenhower Street during this phase.
Crews will begin by replacing multiple manholes on Eisenhower and Devitt, followed by storm sewer replacement and sanitary sewer lining. These activities require full closure to through traffic and restricted local access.
Contractor staff and city personnel have already distributed door‑knocker notices to all affected residents and will continue direct communication on scheduling, access needs, and questions throughout the work.
Through traffic will be detoured using Lucas Street to Houser Street to West Fulliam Street to Devitt Avenue. Drivers should use caution near work zones and follow all posted traffic control.
Additional closures remain in effect:
- Logan Street is closed from Pinefield Street to Climer Street.
- Newell Avenue is closed from Devitt Street to Maiden Lane.
These closures support ongoing work in Phase 6D and Phase 6E. The detour for Phase 6E remains West 8th Street to Lucas Street to Houser Street to West Fulliam Avenue to Cedar Street.
