Muscatine residents who need extra space for household garbage or yard waste can now rent additional collection carts through the City of Muscatine Solid Waste Division.

The program, approved following a Muscatine City Council ordinance amendment, begins Monday, Oct. 19, 2026. Residents may rent up to two additional 65-gallon refuse carts and two additional yard waste carts, provided there is enough curbside space for collection.

Each additional cart costs $10 per month and requires a $50 refundable deposit. The annual rental fee must be paid upfront at the Muscatine Transfer Station, where carts can be rented Monday through Friday during regular business hours. Residents may pick up carts at the facility or arrange delivery for a one-time $10 fee. Saturday rentals are not available.

“ We always want to encourage increased use of the recycling program,” said David Popp, the city’s solid waste manager. Residents who need more recycling capacity can use the recycling drop-off area at the Muscatine Transfer Station, as additional recycling carts are not included in the rental program.

Rented carts may be returned at any time. Residents can also arrange city staff pickup for a $10 retrieval fee. The $50 deposit will be refunded when the cart is returned in good condition. Residents are responsible for lost or damaged carts, although carts damaged during normal collection will be repaired or replaced at no cost.

Beginning in 2027, rented carts must display an annual sticker to be serviced. All carts should be placed curbside on the resident’s regular collection day, with at least three feet of clearance from other carts, vehicles, mailboxes and obstacles.

The $10 monthly fee applies for every month a cart is in service, including the month it is rented. Residents who want to continue using their carts in subsequent years should notify the transfer station when they wish to resume service for the new calendar year.
