The Muscatine City Council will receive two proclamations and consider several economic development, planning, and infrastructure-related items during its meeting at 5:30 p.m. Tuesday, October 20, in the City Council Chambers on the second floor of Muscatine City Hall, 215 Sycamore Street.
Mayor Brad Bark will present proclamations recognizing World Polio Day on October 24 and October as National Disability Employment Awareness Month in Muscatine.
A public hearing is scheduled regarding proposed amendments to Title 2 of the Muscatine City Code. The changes would align local code with state law by removing gender balance requirements for city boards and commissions. Following the public hearing, the Council will consider the first reading of the amended ordinance.
The city council will also consider an ordinance to dissolve and reestablish the Muscatine Mall Tax Increment Financing (TIF) District, which is currently scheduled to expire in 2029. If approved before January 1, 2027, the action would preserve the City’s ability to use TIF as an economic development tool in the area and allow future development projects and public improvements to remain eligible for TIF support through 2050 under current state law.
A second TIF-related ordinance would move several undeveloped properties from four existing TIF districts that are nearing expiration into a newly established district. This would allow those properties to remain eligible for future economic development projects and infrastructure improvements supported through TIF revenues through 2050. Taking action before January 1, 2027, would also help avoid more restrictive state requirements that take effect after that date.
Other items on Tuesday’s agenda include:
- Setting a public hearing for November 10, 2026, regarding proposed zoning change at 5112 Highway 61 South.
- Declare the T42 Turbo Separator System, part of the former Muscatine Organic Recycling Center, as surplus property and authorizing its sale by a sealed-bid auction process.
Purchase Orders
The council will also consider the following purchase orders:
- West Liberty Auto Parts – $9,600 for a riding lawn more for Fire Station #2.
- FSS Inc. – An amount not to exceed $33,000 for the purchase and installation of a new tower camera at the Public Safety Building.
- Wolfe Contracting, Inc. – $27,742 for the installation of an automatic gate at the former Iowa DOT building on Lake Park Boulevard
- Meston Brothers – $36,215 for installation of irrigation heads at Muscatine Municipal Golf Course.
