The Muscatine City Council will receive an update on the Connect Isett Project during its In-Depth (Study) Session at 5:30 p.m. Tuesday, July 14, in the city council chambers on the second floor of city hall. Representatives from HDR Engineering, Inc., the project’s design consultant, will present the latest progress on the corridor improvement project.

The meeting will also include six public hearings regarding appeals filed by property owners on the north side of the 200 block of East 2nd Street. Public comment will be limited to the appeal presentations, and the council will not take action on the appeals during Tuesday’s meeting. They will return for consideration at a future council meeting.

Connect Isett Project

HDR Engineering was awarded the design contract in June 2024 and is working with the city on plans to improve the 1.7-mile Isett Avenue corridor from the U.S. Highway 61 Bypass to Cypress Street and East Fifth Street. The design phase is funded through a $2 million RAISE grant from the U.S. Department of Transportation.

The project is designed to improve safety, traffic flow, and aging infrastructure while creating better connections for motorists, pedestrians, cyclists, and commercial traffic.

Proposed improvements include:

  • Converting portions of the corridor from four lanes to three
  • Constructing up to three roundabouts
  • Adding sidewalks and multi-use paths
  • Replacing aging water mains and sanitary sewer infrastructure
  • Improving stormwater drainage, landscaping, and bridge infrastructure

City officials say the improvements are intended to create a safer, more efficient transportation corridor while supporting future growth.

The meeting is open to the public and will be held at city hall, 215 Sycamore St. Residents may also watch live on Civic TV (MPW Channel 2) or the City of Muscatine’s YouTube channel.
