Big Changes Ahead? Road Use Tax and Corridor Design Up for Debate

The Muscatine City Council will receive updates on two major community projects during its In‑Depth meeting on Tuesday, April 14, 5:30 p.m. in the Muscatine City Council Chambers at Muscatine City Hall, 215 Sycamore Street.

City Engineer Kevin Coon will brief the Council on the Isett Avenue Corridor Project, which remains in the design phase. The 1.7‑mile corridor—stretching along Isett Avenue and Cypress Street from the U.S. Highway 61 bypass to East 5th Street—is being planned for significant safety and mobility improvements.

Proposed elements under study include:

  • Roundabout additions — three new roundabouts to improve traffic flow and reduce crash severity
  • Geneva Creek bridge elevation — raising the structure to improve resiliency
  • Pedestrian and trail upgrades — new sidewalks and an extension of the multi‑use trail
  • Streetscape enhancements — improved lighting, landscaping, and corridor aesthetics
  • Utility replacements — modernizing underground infrastructure

Following the corridor update, the Council will receive a presentation on the Road Use Tax Fund (RUTF) and how these state‑collected revenues support Muscatine’s transportation system. RUTF dollars—generated through fuel taxes and vehicle fees—are essential for street construction, maintenance, traffic control, and snow removal throughout the city.

The Asphalt Overlay Project and the Full Depth Patching Project are two RUTF programs that are being considered for projects this summer with a list of potential streets and alleys currently being prepared.

All City Council meetings are open to the public, offering residents the opportunity to observe and participate in local government.
