Three public hearings on March 6 City Council agenda

The Muscatine City Council will conduct three public hearings and recognize the Muscatine High School State Bowling Championship Team during its March 6 meeting.

The public is welcomed, and encouraged, to attend when the Council meets at 6 p.m. Thursday in the City Council Chambers on the second flood of Muscatine City Hall.  The meeting is open to all individuals regardless of language spoken or disability. Any person requiring a reasonable accommodation to participate should contact the City Clerk’s office at 563-264-1550.

The first two public hearings are in regards to the vacation, surplus, and deeding over to the adjoining property owners of two areas of right-of-way in the City of Muscatine, the first off of Van Buren Street and the second off of Pearlview Court. The plans and specifications for the Lake Park Boulevard Bridge Deck Overlay Project is the subject of the third public hearing, and will be followed by a resolution to approve those plans.

Public Works staff notes that the Mad Creek bridge on Lake Park Boulevard is in need of new decking. Multiple bridge inspections have noted that the deck of the bridge has large spalls in the concrete that have been patched back with asphalt, but the concrete under the asphalt is continuing to deteriorate.

Spalling is when concrete cracks, flakes, or chips away, exposing the concrete’s reinforcement or aggregate.

If left for too long, the bridge deck would deteriorate to the point where the only feasible maintenance would be full replacement. The rating of the decking is a 5 out of 10 currently. The substructure (structural supporting portion) of the bridge is rated a 7 out of 10, indicating significant useful life in the remainder of the structure.

Once approved the project will be put out for bids that will be due March 27, 2025. Construction is anticipated to begin in April with a completion date in mid-summer.

The meeting will open with Mayor Brad Bark introducing and recognizing the 2025 Muscatine High School Bowling Team that won the state championship this year.

The Council is also scheduled to approve:

  • Set five public hearings for March 20 including
  • Amending City Ordinance to mirror State Historic Building Code
  • West Hill Sewer Separation Phase 6D Project
  • Fulliam Avenue Reconstruction Phase 3 Project
  • Cured-In-Place Pipe Liner Project
  • Snow removal equipment at Muscatine Municipal Airport
  • Accept completed work on the Grandview Avenue Reconstruction Project; and,
  • Award contracts to Sulzco, Inc. for the demolition of structures at 718 East 7th Street and 506 Spring Street.
