Three police officers to be honored with Life Saving Award

Three Muscatine Police officers will be recognized during the Muscatine City Council meeting Thursday for saving the life of a resident at the Colorado Senior Lofts apartment complex.

The public is welcomed, and encouraged, to attend when the Council meets at 6 p.m. Thursday in the City Council Chambers on the second flood of Muscatine City Hall.  The meeting is open to all individuals regardless of language spoken or disability. Any person requiring a reasonable accommodation to participate should contact the City Clerk’s office at 563-264-1550.

Mayor Brad Bark and the City Council will honor Lieutenant Greg Hazelett along with officers Tylor Staley and Nathanial Avis who responded to a medical emergency call at the Colorado Senior Lofts on Christmas Eve 2024.

Lt. Hazelett was first on scene and began CPR after finding the victim not breathing and without a pulse. Officers Staley and Avis arrived with an AED device with Staley using the AED to apply a shock while Avis took over CPR for Lt. Hazelett. Medical personnel arrived and, after reassessing the victim, determined the victim had regained a pulse and was starting to breath on their own. The victim went on to recover and survived the incident.

An incident review by the Police Department determined that the teamwork and efforts during the medical emergency of Lt. Hazelett, Officer Staley, and Officer Avis were significant in saving the victims life and are worthy of the departments’ Life Saving Award.

The Muscatine Police Department will also gain an officer during the City Council meeting as Mayor Bark swears Austin Sink into service.

Also on the agenda is the setting of a public hearing on an amendment to zoning ordinance of City Code to establish a CF-Community Facility District, and a public hearing on rezoning a portion of the Muscatine Community College (MCC) campus from R-3 Single-Family Residential to C-1 Neighborhood and General Commercial. Once final approval has been achieved, MCC plans to sell the rezoned portion of the campus to Community Health Care, Inc. (CHC) with CHC planning to develop a 13,769-square-foot medical clinic on the site.
