Public hearing on proposed tax levy set for April 3

The Muscatine City Council will conduct a public hearing on the proposed property tax levy for Fiscal Year 2026 at 5:30 p.m., April 3, 2025, in the Council Chambers at Muscatine City Hall. The proposed tax levy for the City of Muscatine is 15.95328.

At the public hearing, any resident or taxpayer may present objections to, or arguments in favor of the proposed tax levy. After the hearing of the proposed tax levy, the City Council will publish a notice and hold a hearing on the proposed city budget.

The tax levy increase is to: (1) continue basic General Fund services to residents, however, some of these services will be reduced due to limitations imposed by the State; (2) increased property and liability insurance costs; (3) increased employee benefits costs; and, (4) increased debt service principal and interest costs.

These increases are in part due to the State phasing out their reimbursements for the commercial and industrial rollbacks that began in fiscal year 2022/2023 and will continue through fiscal year 2029/2030.

The examples shown on this form were provided by the State and reflect 10 percent increases in both residential and commercial property values. While this may be the case for some properties, in many cases the valuation increases on property will be less and even significantly less than 10 percent. In some cases, the valuations may actually decrease.
