    IMPACTS...At 13.5 feet, water affects yards and access roads of residences along Iowa Highway 22. Water affects the lowest sections of campgrounds just north of I-80 along the river and the lowest sections of Jack Shuger Memorial Park in Moscow. Water is also on 152nd Street north of County Road F70.

    ADDITIONAL DETAILS... - At 9:00 AM CDT Monday the stage was 13.5 feet. - Forecast...The river is expected to rise to a crest of 13.9 feet early Wednesday morning. It will then fall below flood stage Thursday evening. - Flood stage is 13.0 feet.

    Precautions

    Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Motorists should not attempt to drive around barricades or drive cars through flooded areas. Caution is urged when walking near riverbanks. The next statement will be issued by late tonight.

Clayton “Ted” Browning
1943-2026

Ted Browning, 82, of Jefferson, Iowa, formerly of Muscatine passed away on Sunday, September 20. 2026 at Regency Care Center in Jefferson. Graveside Services will be held at 11:00 a.m. on Thursday, September 24, 2026 at Conesville Cemetery. A time of food and fellowship will follow at 1:00 p.m. on Thursday at the Fruitland Community Center. A memorial has been established for the family in Ted’s name. Snyder & Hollenbaugh Funeral & Cremation Services of Muscatine is assisting the family.
Clayton Theodore Browning was born on December 1, 1943, in Rock Island, Illinois, the son of Emmel and Hilda (Kane) Browning. He was united in marriage to Betty Blackman on June 12, 1992 in Iowa City. Ted worked for over 30 years on the paint line at HON Industries.
Ted will be deeply missed by his wife, Betty; children, Toy Browning, Jack Cozad, Carolyn Hidlebaugh and William Cozad; brother, Larry Browning and nieces and nephews.
Ted was preceded in death by his parents; son, Tinker Browning, Raymond Cozad, Rick Cozad, Sara Griffin and Sheila Gray and siblings, Patricia Snyder and Nancy Conaway.
