MUSCATINE, IA – Cesar Vargas, 57, passed away on Thursday, July 30, 2026, at Lutheran Living.
Graveside Service will be at 2:30 p.m. on Tuesday, August 4, 2026, at Greenwood Cemetery. The Wittich-Riley-Freers Funeral Home is in charge of arrangements. Memorials may be made in Cesar’s honor, in care of his longtime friend, Natalie Wheeler.
