The City of Muscatine is planning asphalt resurfacing on nine streets and five alleys as part of its 2026–2027 Hot Mix Asphalt (HMA) Overlay Project. Work will take place over the next 10 months, with all projects expected to be completed by June 30, 2027.
The Muscatine street resurfacing project is funded through dedicated road-use dollars and targets priority streets and alleys throughout the community.
The Muscatine City Council awarded the $928,765.50 construction contract to Manatts Inc. during its July 7, 2026, meeting. Manatts was the lowest responsible bidder among four companies that submitted bids.
Muscatine Street Resurfacing Schedule
There is no set construction schedule for individual streets and alleys. Some asphalt overlay work could begin in fall 2026, depending on contractor availability and weather. Remaining projects are expected to begin in late March 2027.
The streets scheduled for asphalt resurfacing are:
- Stohr Street: Logan Street to the end of Stohr Street
- Pine Street: Mississippi Drive to West 3rd Street
- Jackson Street: Park Avenue to Lincoln Boulevard
- Hillcrest Avenue: Oakland Drive to Park Drive
- 55th Avenue: 49th Street to 4474 49th Street
- Leroy Street: Mulberry Avenue to Bidwell Avenue
- Parham Street: Cedar Street to Mulberry Avenue
- Woodlawn Avenue: Mulberry Avenue to Oak Street
- Lucas Street: Logan Street to Busch Street
Alleys Scheduled for Paving
Five alleys are also included in the 2026–2027 HMA Overlay Project:
- Between Palm Street and Cannon Avenue, from Glen Avenue to River Road
- Between West 6th Street and West 7th Street, from Spruce Street to Locust Street
- Between East 5th Street and East 6th Street, from Cypress Street to Spring Street
- Between Park Avenue and Grand Avenue, from Monroe Street to Jackson Street
- Behind 1601–1621 Orange Street, north of Woodlawn Avenue, from Orange Street to the end of the alley
Muscatine HMA Overlay Program
The city’s HMA overlay program was postponed for the past three years while Road Use Tax and Local Option Sales Tax funding was directed toward reconstruction of West Fulliam Avenue.
With the West Fulliam Avenue project complete, approximately $1.5 million has been earmarked during fiscal year 2026–2027 for street overlays, alley paving, full-depth concrete repairs and road reconstruction.
A total of approximately $1.7 million is available through Road Use Tax and Local Option Sales Tax funds for FY 2026–2027, including funds carried over from previous years. About $200,000 is reserved as a local match for future grant-funded projects.
How Muscatine Selects Streets for Resurfacing
City streets and alleys are evaluated throughout the year and ranked using a pavement and project-priority matrix. Factors include pavement condition, traffic counts, planned utility work, construction feasibility, remaining pavement life, project cost and opportunities to leverage outside funding.
The ranking system helps the city prioritize road and alley improvements based on pavement needs, available funding and upcoming infrastructure projects.
