The City of Muscatine Department of Public Works will host a public meeting at 5:30 p.m. on Thursday, June 4, to provide residents with information about Phase 6E of the West Hill Sanitary and Storm Sewer Separation Project.
The meeting will be held in the parking lot of Susan Clark Junior High School, located at 600 Kindler Avenue.
Residents, property owners, and other stakeholders are encouraged to attend to learn more about the upcoming construction schedule, anticipated traffic and access impacts, and the overall scope of work.
“Phase 6E is a major milestone for the West Hill project and represents years of planning, coordination, and community partnership,” said Jeremy Hopkins, Department of Public Works Inspector who is the project manager for the City. “We encourage residents to attend the public meeting, ask questions, and stay engaged as we move into this final neighborhood phase.”
Representatives from the Public Works Department, the project contractor, and the engineering design team will be available to answer questions and gather public feedback.
Phase 6E represents the final phase of the neighborhood separation portion of the long‑running West Hill Sewer Separation Project. This phase includes installation of new sanitary sewer, new storm sewer, new roadway, and select water main improvements.
Work areas included in Phase 6E are:
- Logan Street — from Newell Avenue to Climer Street
- Climer Street — between Logan Street and Lucas Street
- Maiden Lane — between Newell Avenue and Broadway Street
- Lucas Street — in front of the Greenwood Cemetery Chapel
- Fletcher Avenue — from Logan Street to a point near 306 Fletcher (underground utility work only; no roadway repaving)
- Backyard and easement areas along the West Hill corridor
Bids for Phase 6E were opened on April 24, 2026, with Heuer Construction Inc. awarded the $7,551,04.80 contract at the May 5, 2026 Muscatine City Council meeting.
Construction is scheduled to begin in June, starting on Logan Street, Newell Avenue, and a small section near Hagerman Drive. Phase 6E is expected to be substantially completed by late November 2028.
