A first-degree murder charge has been filed against 48-year-old Hiram Serrano Sr., formerly of Muscatine. That’s according to Muscatine County Attorney Alan Ostergren. It’s alleged that on November 14th, 1990, Serrano injured Theresa Jackson, leaving her a quadriplegic. Serrano was arrested and charged with attempted murder and willful injury. He was found guilty after a jury trial and served about 13 years imprisonment before being paroled. Jackson died October 5th, 2012, allegedly due to the injuries she suffered in 1990. Serrano was arrested Thursday by the Muscatine Police Department and Iowa Division of Criminal Investigation. He is being held in the Muscatine County Jail on $500,000 bond. A preliminary hearing is scheduled for March 4th.

DJR Holding Corporation, doing business as Heartland Tire and Auto, Raceway Tire and Exhaust and Muscatine Tire, has paid 25 mechanics nearly $217,000 following a federal investigation into wage and hour violations pertaining to overtime. That’s according to the Des Moines Register.

President Barack Obama has reappointed Iowa Governor Terry Branstad co-chair of the 10-governor Council of Governors. Branstad was first named to the council as co-chair in March 2011. The Council of Governors was established in 2008 to strengthen partnership between the federal and state governments as it pertains to national security.
